Which version of vSphere/SCVMM are you running? Which version of ZVR are you trying to install? There are a few different options for troubleshooting, but depending on your versions, it could be related to something misconfigured on the host or networking, or possibly related to an available hotfix for your version of ZVR. I suggest contacting support to they can more specifically direct you on this one.
